CreateOutputFileMp3

Output an MP3 (MPEG-audio) elementary stream to disk. Subscribed MP3 frames are written straight through with no re-encoding; any other audio is encoded to MP3 on the way in. The file is finalised and closed when the inbound context becomes empty.
