ST2110OutputJpegXsSender interface

ST 2110-22 JPEG XS sender (VSF TR-08). Sends JPEG XS video per RFC 9134 (codestream packetization), with the RFC 9134 boxes in front of every frame and a jxsv SDP. Its input is JPEG XS video at a fixed frame rate: a JPEG XS encode upstream, or a TR-07 MPEG-TS input re-wrapped without a transcode. Raw video is not converted here; put a JPEG XS encode in front of the sender.
