SpecRequirement interface

An artifact requirement declared by a flow-designing planner (see ReasoningPlanSettings.allowedTools): something the planner cannot invent — face gallery images, speaker gallery WAVs, customer model files — keyed by the localAnalysis instance id it applies to. Attach the artifact to the spec before evaluation, or start empty and use the runtime gallery APIs. Informational at evaluation time.
