MoqListenerAuthSettings interface

MoQ auth on a listener. "off" (the default) behaves exactly as with no auth. "required": a session must present a valid token (?jwt= on the WebTransport / WebSocket URL, ?jwt= in the QUIC PATH, or the SETUP AUTHORIZATION TOKEN), and every publish / subscribe is checked against the token’s put / get grants.
