JpegXsCapabilityConstraints interface

One JPEG XS receiver constraint set: the raw video terms plus the JPEG XS ones AMWA BCP-006-01 adds over BCP-004-01. Each optional term left out (or empty) means "any". The receiver always adds Packet Transmission Mode codestream, the only one it takes.

(Optional) Bit rate on the wire including RTP, UDP and IP headers, kbit/s.
