FileMp4InputNode.seek() method

Seek to a presentation time, offsetMs from the start of the file, without starting playback. When the stream is played/resumed, playback starts at the keyframe at or before that time; a keyframe less than one frame after it counts as at it, so a time rounded to the millisecond does not start a whole GOP early. On a playing file the frames already queued from the old position are dropped; onSeekApplied reports when the new position reaches the output.
