MoqTrackNotify
A track arriving on a MoQ input with ask_track_keys, at its init (CMAF) or codec config (LOC). The track and everything after it is held until the client answers with MoqTrackAccept or MoqTrackReject; with no answer within 2 seconds it takes the input’s own key.
