AncillaryTimecodeSettings

SMPTE ST 12-2 ancillary timecode (ATC) an output writes for every video frame. A frame that carries its own timecode (SEI, VITC, a received ATC) keeps it, in its own drop-frame counting; a frame between two that do is counted on from the last; any other frame takes its UTC time of day, shifted by utc_offset_minutes.
