NorskManager.publishAccessReplica() method
Publish norsk-mgr’s role-store replica (norsk-ctl design worker-role-replica.md). A change carries the gzipped snapshot JWS and, when there was a previous version, the delta JWS; nothing changed carries an attestation of the stored version alone. The Manager stores the snapshot and keys, forwards the rest to every connected worker, and refuses (FAILED_PRECONDITION) a publication that does not move forward.
