NorskManager.announceControlPlane() method
Tell this Manager where workers reach the norsk-mgr beside it (its public URL); every worker is told the whole cluster’s list. Answered by the member it is sent to, never forwarded. intervalMs is how often the caller will announce again: the member reports its norsk-mgr stale (getClusterStatus) once three such intervals pass without one, which is how a standby tells the active norsk-mgr is down. Omitted: never stale.
