PauseLeasesRequest

Pause leases, for taking a single Manager down for maintenance: workers stop refreshing and stop nothing for a missed refresh, and no lease-protected job whose holder was lost is started again until ResumeLeases (whose time the grace then runs from). New lease-protected launches are not refused. Replicated, so a cluster’s members agree.
