RotateDiscoveryTierSecret
Rotate the fleet’s tier secret in the daemon’s three steps, each once every replica has taken the one before: STAGE (replicas also accept a new secret), FLIP (they present it, and every node is sent a node token minted from it), FINISH (the old one is no longer accepted). Refused (FAILED_PRECONDITION) out of order. Protocol 1.7.
