Apply the overrides file (regions, image tables) to the running providers.

Response Type: ReloadExternalConfigResponse

ReloadExternalConfig: re-read the Manager’s overrides file (manager-overrides.json — cloud regions and worker image version tables, layered on sys.config exactly as at boot) and apply it to the RUNNING providers, with no Manager restart (decision 2026-09-25: the daemon’s cloud config applies hot). norsk-mgr calls it after every overrides write.
