PublishAccessReplica
norsk-mgr’s role-store replica (norsk-ctl docs: worker-role-replica.md). The Manager stores the latest snapshot and the JWKS, forwards the delta (or attestation) to every connected worker, and never interprets any of it. Protocol 1.3.
Request Type: PublishAccessReplicaRequest
One publication: a change carries snapshot_gz and, when there was a
previous version, delta; nothing changed carries attestation alone, for
the version already stored. Every payload is a JWS norsk-mgr signed.
