AnnounceControlPlaneRequest
The norsk-mgr beside this Manager says where workers reach it (its
public URL, http://host:9333). Answered by the member it was sent to,
never forwarded: each norsk-mgr announces to its own Manager, which
writes it to the cluster’s member row, and every worker is told the
whole list (WorkerHelloResponse.control_plane_urls).
